In a press conference Ahmad Shukeiri declared that Jordan is "the homeland of the Palestine Liberation Organization and Jordan's people are its people." في أحد المؤتمرات الصحفية، أعلن أحمد الشقيري أن الأردن هو "وطن منظمة التحرير الفلسطينية وشعب الأردن شعبها".
Immediately after its creation at the 1964 Arab League summit in Alexandria, the PLO (then headed by Ahmad Shukeiri) was effectively under the control of the Arab states, especially Nasser's Egypt. مباشرة بعد قيامها في قمة جامعة الدول العربية عام 1964 بالإسكندرية، كانت منظمة التحرير الفلسطينية (برئاسة أحمد الشقيري آنذاك) تخضع فعليا لسيطرة الدول العربية، وخاصة مصر عبد الناصر.
In 1966, Sayigh met Ahmad Shukeiri, head of the Palestine Liberation Organization, and promoted the idea of establishing a Palestinian encyclopedia, and was appointed as the head of the PLO's Palestine Research Center succeeding his brother Fayez Sayigh. في نفس العام التقى رئيس منظمة التحرير الفلسطينية أحمد الشقيري عارضا عليه فكرة إنشاء موسوعة فلسطينية، وانتهى اللقاء بتعيينه رئيسا لمركز الأبحاث التابع لمنظمة التحرير خلفا لأخيه فايز صايغ الذي أسس المركز عام 1965.
